Not a lot of context behind this, nor am I familiar with the police uniforms, but what we can assume is that these are police cadets receiving some disciplinary training or some variance of mixed martial arts training.

The instructor or senior officer in this video seems to be having a field day with the cadets. Imagine having free reign to drop kick one-hundred people? Even some of the cadets can be seen laughing and somewhat enjoying the hits.
